Recommended prerequisite: PSC-151 Procurement in Oil and Gas: An Introduction

How do you contract a rig, a support vessel or a well services package in an oil block shared by several partners? This Level 2 course shows you an upstream operator's contracting process from end to end: from the approved work programme and budget to the annual contracting plan, with realistic tender timelines and a strategy for each package; the stages of the contracting procedure, from the bidders list to the award recommendation and contract amendments; partner approval under the joint operating agreement (JOA); the delegation of authority matrix and segregation of duties; and the relationship with the national concessionaire and the regulator, including local content and cost recovery. With an Excel exercise, hotspots, a decision scenario and a case study, based on international good practice in the sector. The specific regime varies from country to country and from contract to contract. The course is delivered in Portuguese.
