Recommended prerequisite: OGP-101 Introduction to the Oil and Gas Industry
How does an oil project leave jobs, companies and skills in the country? In this course for professionals and candidates for the oil sector and for suppliers, you follow the local content manager of a fictitious operator and the owner of a mechanical workshop at a supply base who wants to supply a floating production unit. Understand the five dimensions of local content (employment, training, goods and services, value added and national ownership) and how they are measured, with the difference between share of spend and value added, the benefits, the risks and the social licence to operate. Compare the policy instruments used internationally, with quotas, targets, preferences and training and capacity-building requirements, and the experiences of Norway, Brazil, Nigeria and Guyana in general terms. Design a supplier development programme, with diagnosis, mentoring, financing, certification and partnerships that transfer capability. Finally, prepare a local company for operator prequalification: registrations, a quality system aligned with ISO 29001, safety, integrity and competitive bids. Aligned with the IPIECA local content guide (2nd ed., 2016) and ISO 29001:2020. Includes a calculator, a policy table, a diagnostic sheet and a readiness checklist. The course is delivered in Portuguese.
