Recommended prerequisite: PSC-108 Introduction to Public Procurement
How do you spend public money in a way that is transparent, competitive and efficient? And what should a supplier bidding for government contracts know? This Level 2 course presents the international references for public procurement and the good practice they share: the UNCITRAL Model Law on Public Procurement (2011), the WTO Agreement on Government Procurement (GPA), the OECD Recommendation on Public Procurement, the MAPS methodology and the World Bank Procurement Framework. Learn to choose the right procedure, from open tendering to exceptional direct contracting, framework agreements and electronic auctions; to prepare tender documents with neutral specifications and published criteria; to evaluate bids, including abnormally low ones, and to award contracts with notification and a standstill period; to recognise transparency, challenge and integrity mechanisms, including the signs of bid rigging; and to manage contracts through to completion. With drag-and-drop activities, a case study, a decision scenario and a downloadable checklist. The course covers the international references in general terms; specific procedures, time limits and thresholds depend on each country's law and each funder's rules.
