Recommended prerequisite: PSC-210 Public Procurement: International Principles and Good Practice

Reforming a public procurement system is much more than passing a new law: it means assessing the existing system rigorously, choosing priorities, sequencing the changes, strengthening the institutions, professionalising buyers and measuring whether the results are delivered. In this advanced course you follow the Public Procurement Regulatory Authority of a fictitious country through a reform process. You will describe the components of a national system, apply the logic of the MAPS methodology for assessing public procurement systems, plan the reform with priorities, sequencing and risks, design an institutional strengthening programme, including electronic public procurement and review bodies, plan the professionalisation of public buyers and build a results framework. The international references (OECD, MAPS, UNCITRAL, WTO, World Bank) are used in general terms. Designed for public procurement policy makers and regulators. The course is delivered in Portuguese.
