Recommended prerequisite: PSC-152 Local Content: Essential Concepts

Local content commitments only create jobs, skills and business for host country companies if they are properly requested, properly evaluated and properly monitored. This course shows you how to do this in oil and gas tenders and contracts. You will learn to include in the tender documents requirements for employment, training, local procurement and technology transfer that are clear, measurable and proportionate to the service; to evaluate and score bidders' local content plans, telling credible commitments apart from vague promises and front companies; to turn the winning plan into a contract schedule with targets, evidence, incentives and penalties; to plan local supplier development actions; and to monitor, verify and report performance throughout the contract. With an international perspective, without relying on any one country's law, and with templates, an Excel exercise and decision scenarios. Completion of PSC-152 is recommended. The course is delivered in Portuguese.
