Many decisions that protect, or endanger, the people who build and operate a facility are made before construction begins. In this advanced course you learn to manage HSE on a construction project or industrial facility throughout its life cycle: the roles of the client, the designer, the coordinator, the principal contractor and the site supervision team, safety in design in project reviews (an introduction to HAZID and HAZOP), the HSE plan for the project and the site, the coordination of several contractors and of simultaneous high-risk work, the risks of start-up and commissioning (energisation, pressure testing, inerting, pre-start-up review, handover to operations) and performance measurement, reporting to the client and close-out with the HSE handover file. Aligned with ILO Convention 167 and the ILO code of practice on safety and health in construction; the British CDM Regulations 2015 are cited as good practice. Continuous case on the fictitious expansion of a fuel terminal. The course is delivered in Portuguese.
